Transshipment

Effective and comprehensive regulation, monitoring and control of transshipment remains a significant challenge in the drive to make IUU fishing a scourge of the past.

Whilst a regulatory framework does exist to a large extent, implementation weaknesses and a lack of control capacity, particularly in developing countries, continue to constrain progress in tightening the management regime over this important element of global fisheries activity.

The international community continues to voice its concern regarding transshipment through the FAO Committee on Fisheries (COFI).

During its 2018 meeting, and in consideration of preliminary work carried out in 2017, COFI requested the FAO to undertake a more in-depth study of transshipment practices, paying attention to quantitative as well as qualitative aspects of the activity and assessing the importance of the practice to the fishing industry.

The study was designed and implemented from July 2019 to March 2020.
